   At first glance, the title immediately raises a question: Why monarchy? In the specialized literature there are many studies on the subject, but the term monarch seems to collect all the indications of sole power. The revival myths from 19. century gave birth to a historical phenomenon — the monarchs of the medieval Bulgaria were turned into national heroes, and historical memory searches in the past for events and personalities through which it justifies its future. The syndrome remains that everything is attributed to the individual will with its arbitrary decisions, and the fate of the community remains entirely in the hands of the sovereign. In fact, the structure that is called monarchy functions according to the historical circumstances and the challenges of the environment. This particular structure is the subject of research.
