Alipia Genchov Vlapkov (1856—1934) was a Revival teacher, customs and financial official, chief secretary of the Ministry of Finance from the end of the 19th and the first quarter of the 20th century. Extremely principled and responsible for his actions, Alipia Vlaikov is an example of selfless and devoted service to his people and fatherland. The fact that he retired at the age of 70 is indicative of his authority and respect. For five decades, as a teacher, governor of customs and a high civil servant, he worked diligently for the rise of his country. The memoirs of Alipia Vlaikov are remarkable in that they reveal the genesis of corrupt practices in Bulgarian society during the first decades of the Third Bulgarian State.
