   Stefan Kirov was born on 12 August 1861 in Stara Zagora (Ottoman Empire). In 1880 he entered Robert College in Constantinople and graduated in 1885. In 1886-1888 he studied social sciences at the University of Geneva, where he graduated from the Licencie es Sciences sociales. From 1889 to 1892, he studied general philosophy and government studies at Leipzig. He studied political and administrative sciences (1896) and law (1897) at the Free University of Brussels. From 1894 he was an adjunct professor of state and constitutional law at Sofia University. Between 1896 and 1898 he was a full associate professor in the Department of State and Constitutional Law. From 1902 he was an extraordinary professor, and from 1906 to 1934 he was a full professor and holder of the department, which in 1921 was renamed the Department of General State and Bulgarian Constitutional Law. He taught courses in general state law, Bulgarian constitutional law, administrative law, agricultural law and forest law. He was rector of the university in the 1906/1907 academic year (dismissed during the University Crisis for his public opposition to the government) and in 1912-1913. Dean of the Faculty of Law in the academic years 1900/1901, 1909/1910, 1911/1912 and 1925/1926. From 1907 he was a full member of the Bulgarian Literary Society.
