The collective monograph examines the ideas about public policies and the processes for their formulation and implementation. The first part of the edition develops a conceptual framework for public policy research that embeds important components of policy understanding. Such are the ways of identifying and neutralizing social risks carried out by the rational actor — the ruling elites, based on their group rationality. In the second part policy studies in various spheres are presented. Policies in the field of employment and the labor market have been analyzed; disability, poverty and social exclusion. Issues related to the digitalization of public administration were discussed; the influence of lobbying circles in the pension system; the role of the state and the non-governmental sector in providing social services; the influence of the media. Policy challenges related to innovation and entrepreneurship in agriculture, culture, refugee integration and local policies are examined. The third part discusses possible ways to stimulate the development of a good society and social progress.
