The purpose of the book is to present the prominent Turkish statesman of the 19th century, Midhat Pasha, who lived for three years in Ruse as a valya of the Danube Vilayet — as he is presented in the memoirs of his contemporaries and in the Bulgarian revival periodicals. There are different ideas about the personality of Midhat Pasha. He is presented as a benefactor and Europeanizer of the city of Ruse, as a friend and patron of the Bulgarians. But Midhat Pasha was not and could not be a friend and patron of the Bulgarians, because he was on the other side of the barricade. Despite his cultural pretensions, whenever the interests of the empire were affected, he used the familiar and tried means of the Ottomans — blood, gallows, and exile. The fate of Midhat Pasha is an example of what evil despotism is and how it destroys the human personality. He is a good administrator, but the empire he has served all his life first turns him into an executioner and then deals with him in the same cruel way.
