The term "geopolitics" was coined by Rudolf Chellen, but the most famous is Halford Mackinder's theory of the "geographical axis", a concept later replaced by "heartland". The Heartland is an area that is the focus of continental power, as it is inaccessible to maritime nations. From the point of view of the heartland theory, the geopolitical situation of Russia is most favorable. Japanese geopolitics developed under the influence of the German scientist Max Haushofer. From 1908 to 1910, Haushofer was accredited as military attache to the German embassy in Japan. After returning to Germany, he defended his doctoral thesis on "Reflections on the Military Power of Great Japan — World Position and Future". Haushofer believed that Germany should seek an alliance with the maritime nations of Italy and Japan to compensate for the weakness of its naval forces at the expense of land forces. Basic factors that determine a country's geopolitical goals are its strategic location and the wealth or poverty of natural resources. When natural resources are scarce, as is the case with Japan, the political stability of the countries from which they are supplied come to the fore, as well as the security of the roads along which they are supplied. At the press conference after the approval of the new national security strategy, Prime Minister Kishida Fumio stated that Japan is at a turning point in its history and this necessitates the renewal of the strategy.
