   The last Roman emperor, Justinian the Great, was in fact the most important statesman in the early history of Byzantium. It ruled on an unprecedented scale, territorially expanding its state, securing its eastern borders, subjugating barbarian kingdoms in the Western Empire, and turning the Mediterranean into an "inland Byzantine lake." During his time in Byzantium, active construction was in full swing, religious and social stability was established, and the adopted Code of Civil Law regulated the legal unity of the empire.
   All these conquests and reforms would probably not have been possible without the active assistance of an incredible woman — his wife Theodora, a constant companion and support of the monarch in his nearly 40 years of rule. She herself is an exceptional figure in the political life of the country, with unique abilities, intellect and character. Along with her, Justinian was canonized by the church and remains in history as the emperor who outlined the overall perspective for the rise of Byzantium for centuries to come.
